South Bend Municipal Code: Section 4-23
Definition:
- Organic waste shall mean any waste material relating to or derived from living organisms.
- Fertilizer shall mean any substance derived from the processing of organic waste and designed to have or claimed to have value in promoting plant growth.
- Fertilizer manufacturing facility shall mean any facility or location where organic waste is processed commercially for the where manure or crop residue is returned to the soil at the point of generation as part of a total farm or gardening operation.
General Instructions and Application Process:
- Assemble all required information and materials before filing application.
- Thoroughly review all applicable Municipal Code Sections listed above.
- Licenses expire January 31.
- Add 10% to license fee for renewal after January 31.
- You are responsible for $5.00 license application fee payable to City of South Bend for this application to be valid. You may pay in-person at City Hall or by calling the Business Licensing Manager to pay over the phone at 574-235-5912.
- You will also be responsible for the annual license fee amount of $200.00, payable at the time the license is issued.
Required Information and Materials:
- Site plan of the facility showing property lines, buildings, parking spaces, loading docks, and landscaping
- Evidence of approval from all federal, state, and local agencies having jurisdiction over citing construction and operation of facility, including compliance with Section 21-04.02 of the Municipal Code of South Bend
- Any additional information required by the Board of Public Works as to ownership and operation of the facility
Application Process:
- Review Municipal Code Section 4-23 thoroughly.
- Submit application with $5.00 processing fee.
- License issued upon approval and payment of the license fee.
