A breeder is:
- Any person who intentionally or unintentionally causes the breeding of more than one cat or dog or makes more than one cat or dog available for breeding purposes in a 12-month period; and/or
- Any person who offers for sale, sells, trades, receives other compensation or gives away any offspring of more than one litter of dogs or cats; and/or

Want to learn more about breeders permits and regulations? Please see sections 5-68 “Minor breeders permit; regulation” & 5-69 “Breeder permit regulations” of the Municipal Code.
If you breed only one animal and/or litter in a year, you qualify for the Minor Breeders Permit. You may go to that form and disregard this one.
